Theo Funk acts as statutory legal representative under Art. 13 Digital Services Act for providers of intermediary services without an EU establishment, and as authorized representative under Art. 22 and Art. 54 of the AI Act for non-EU providers of high-risk AI systems and general-purpose AI models.
In both roles, the firm serves as the formal point of contact for European supervisory authorities — including the Bundesnetzagentur as the German Digital Services Coordinator — and coordinates regulatory communications, transparency obligations, and incident notifications on behalf of the client.
Representation is integrated into the firm’s broader EU digital regulation practice. Engagements typically combine the representative function with substantive compliance advisory, monitoring, and authority communications, so that the representative role is not a passive mailbox but an active component of the client’s EU compliance posture.
